Water and fire damage dispatch for northern Arkansas, from the White River to the Mississippi

Dispatch — Jonesboro and West Memphis

After the engines leave a West Memphis fire

Suppression and restoration are two separate trades, and the second one starts where the first one stops. The West Memphis Fire Department covers about 28,000 residents across 29 square miles with four stations and 66 members. What it leaves behind — wet char, acidic soot, and smoke pushed into places the flame never reached — is the work described on this page.

What the department is covering

The department began in 1929 as a volunteer company and is now fully paid, with a chief, an assistant chief, three division chiefs, three battalion chiefs, twelve lieutenants and fifteen drivers among its 66 members. Its 29 square miles include two interstates and three railroads, which is an unusual load for a city this size: a truck fire on the interstate, a rail incident and a house fire are all the same department's problem.

Speed of arrival is not the same as a small loss. In the house fire at 903 Briarcliff Road just before 5 a.m. on March 4, 2024, crews were on scene within six minutes and found the rear of the home already engulfed; two people died and the cause went to the department's Fire Marshal's Division. A fast arrival limits how much of a building burns. It does not limit how far the smoke traveled in the minutes before, and it adds a large volume of water to whatever the fire had already damaged.

Soot behaves differently depending on what burned

Wood and paper produce a dry, powdery soot that brushes and vacuums off reasonably well. Plastics and synthetics produce a fine, oily, black residue that smears when wiped dry and bonds to surfaces as it cools. Kitchen fires involving cooking oils leave a nearly invisible protein film that coats everything in a room and announces itself by smell long before anyone sees it. Each of the three takes a different cleaning agent and a different sequence, and using the wrong one drives the residue into the finish permanently.

The Altium Packaging fire on North 7th Street, which broke out around 9:30 a.m. on Saturday, September 30, 2023, is the local example of the synthetic case at scale. Stored plastic materials in a four-acre warehouse produced intense black smoke, the roof collapsed, and crews were still working hotspots in the debris three days later on October 2, with no injuries reported. Residue from a plastics fire is the hardest kind to clean off a painted wall or a metal ceiling deck.

Ground conditions here

  • The West Memphis Commercial Historic District, along the 700-900 blocks of East Broadway (US-70), comprises 22 mostly single-story brick vernacular commercial buildings built 1930-1950, some with Art Deco details, listed on the National Register of Historic Places on July 24, 2008.
  • Southland Park Gaming and Racing, a greyhound track turned casino operating since 1956, sits near the I-40/I-55 interchange; other major employers include trucking and distribution operations such as Schneider National Carriers, FedEx National LTL and Family Dollar Distribution, reflecting the city's role as a freight hub since I-55 opened in the 1950s.
  • West Memphis Utilities, the city-owned water/sewer/electric utility operating since 1940, supplies roughly 20,138 people from groundwater wells and is transmission-dependent on Entergy Arkansas's lines within MISO for electric delivery.

Where smoke goes that the fire never reached

Heat pressurizes a building. Smoke follows that pressure into wall cavities, up through switch and outlet boxes, along the top plate, into the ductwork and into closets and drawers that were shut the whole time. In a single-story slab house that usually means the attic and the returns. In the East Broadway commercial buildings, single-story brick vernacular structures built between 1930 and 1950 with shared party walls, it can mean the unit next door, which is why an adjacent owner sometimes reports odor with no visible damage at all.

Cleaning follows the same order every time. Stabilize the building and cover openings. Remove what cannot be cleaned, starting with charred material and saturated insulation. Clean structural surfaces from the top of the room down. Address the ductwork so the system stops redistributing residue. Then, and only then, seal any remaining odor-holding surfaces and refinish. Sealing before cleaning locks the smell in under the primer, and it will come back through in the first humid week.

Fire and water arrive together

Every structure fire is also a water loss. Hose streams, sprinkler discharge and the roof or windows opened for ventilation put a great deal of water into a building that then sits open to Delta humidity. On flat ground with tight clay soil and slab construction, that water has nowhere to go but into the finishes. Drying equipment usually goes in during the same visit as the initial soot assessment, because a building that stays wet for a week has a second problem stacked on the first.

This is the practical reason the same line handles both kinds of loss in Crittenden County. On a real job the two are not separable, and the reader does not have to decide which one to describe when calling.

Before you call

The fire was contained to one room. Why does the whole house smell?

Because smoke moves on pressure, not on flame. It gets into wall cavities through outlet boxes, into the ductwork through the returns, and into closed closets and drawers. The burned room is the smallest part of the cleaning scope in most contained fires.

Can I wipe the soot off myself before anyone arrives?

For dry, powdery soot on a hard, sealed surface, careful vacuuming with a brush attachment does no harm. Do not wipe an oily plastics residue or a protein film with a damp cloth. That smears it into the paint and turns a cleanable wall into one that has to be sealed and refinished.

Does the department's investigation hold up the cleanup?

It can, briefly. When a cause is undetermined, the Fire Marshal's Division may want the scene left as it is. Board-up and roof covering to keep weather out are normally allowed in the meantime, and the interior work starts once the scene is released.

Is a warehouse fire handled by the same process as a house?

The sequence is the same and the scale is not. A plastics fire in a large warehouse coats structural steel, deck and racking with oily residue and can burn in the debris pile for days, as the North 7th Street fire did in 2023. Those jobs start with structural assessment and debris handling rather than with contents.

Should I worry about what the smoke did to my health?

That is a question for a doctor, and worth asking. A restoration crew can tell you what burned, where the residue went and what has to be removed or sealed. It cannot tell you anything useful about a person.
